Real commands with real exit codes, run after a build step. A check that fails is the only thing that stops a run, so none of them ask a model for an opinion. In hyperpower.yml they are keyed under gates:.

A check that cannot run says so. It never reports a pass it did not verify, which is why a missing tool and a timeout both read as did not run rather than as success.
